Abstract: The article is devoted to topical issues of staffing the Russian agro-industrial complex in the context of modern challenges, namely the role of human capital in ensuring the personnel security of the Russian agro-industrial complex. Based on the analysis of data from the Federal State Statistics Service, information from recruitment platforms, the results of public surveys and expert assessments, key threats to personnel security were identified – the aging of the workforce, migration of qualified specialists from rural areas, and low levels of digital literacy. The authors analyzed the systemic causes of the current situation, including the insufficient development of rural infrastructure, the inconsistency of the vocational education system with modern requirements and the weak motivation of young people. Based on the conducted research, a set of measures has been proposed to improve personnel security, including: the transformation of the agricultural education system with an emphasis on digital technologies, as well as the development of social infrastructure in rural settlements.
