Abstract: The research is devoted to the issues of effective human capital management in the context of the innovative development of the agro-industrial complex of the Russian Federation and agriculture. The country's agricultural sector is increasingly facing new challenges, including a shortage of qualified personnel, which is closely linked to the urbanization of the population, the transition of specialists to other sectors of the economy, as well as the natural "aging" of the agricultural workforce. The need to increase labor productivity in the current conditions reinforces the need for the introduction of innovative technologies and the development of human capital. The study provides an analysis of the effectiveness of agricultural productivity and innovative development in the Russian Federation as a whole and in agriculture over a five-year period. The result of the study is a forecast of growth of innovations in the agro-industrial complex until 2030, formed on the basis of an analysis of the indicators of innovative development of the Russian Federation using the SARIMA model.
