Аннотация: Одним из механизмов реализации социально - экономической политики является разработка и реализация государственных и муниципальных программ, позволяющих сосредоточить имеющиеся ресурсы на решении наиболее остро стоящих проблем. Между тем, имеются причины, тормозящие получение планируемых результатов. В основном, это несогласованность позиций разных министерств и ведомств, отсутствие командного духа и ответственности. В статье рассматриваются вопросы внедрения проектного управления на уровне региона РФ – Республики Саха (Якутия). Низкая результативность финансово-экономических механизмов и имеющиеся проблемы в агропромышленном комплексе Республики Саха (Якутия) требуют новых подходов и решений. Предлагается внедрение новой модели взаимодействия между исполнительными органами государственной власти, органами местного самоуправления и сельскохозяйственными товаропроизводителями.

Abstract: One of the mechanisms for the implementation of socio-economic policy is the development and implementation of state and municipal programs that allow focusing all available resources on solving the most acute problems. Meanwhile, there are reasons that hinder the achievement of the planned results. Basically, it is the inconsistency of the positions of different ministries and departments, the lack of team spirit and responsibility. The article deals with the implementation of project management at the level of the region of the Russian Federation-the Republic of Sakha (Yakutia). The article analyzes the development trends of project management and its impact on the solution of economic and social problems. It is proposed to create a project Committee and an office in the region, concentrating on the important tasks of the development of the agro-industrial complex and rural areas of the Republic. Low efficiency of financial and economic mechanisms and existing problems in the agro-industrial complex of the Republic of Sakha (Yakutia) require new approaches and solutions. It is proposed to solve the improvement of the situation in agriculture by changing the scheme and introducing a new model of interaction between the Executive bodies of state power and other subjects of this process.
