Abstract: Agriculture is a priority sector of the country's economy. Its development is the basis for the preservation of the rural way of life, the control of huge areas of agricultural and non–agricultural purposes. The primary task of the state should be to ensure social justice in the remuneration of employees in the industry, the availability of necessary infrastructure facilities in rural areas so that the standard of living of villagers not only corresponds to urban comfort and income, but also exceeds it. It is assumed that the development of plans for the development of rural agglomerations and their implementation by 2030 will ensure the accelerated development of social, transport, engineering and information and communication infrastructure within the boundaries of the main settlements, which will be used by agricultural producers and residents of adjacent territories. The main volume of agricultural production is created by small forms of management. In their current activities, they have a number of problems (limited access to credit resources, means of production, sales markets), which can be leveled using the possibilities of cooperation. Regions with developed agricultural cooperation have higher incomes in rural areas, low unemployment, depopulation, and significant areas of agricultural land are involved in turnover. Thus, agricultural cooperation, based on the involvement of small business entities in cooperatives, stabilizes the condition of rural areas. Therefore, when drawing up plans for the development of rural agglomerations, take into account and actively use the positive externalities of agricultural cooperation.
