Abstract: The article examines the problems of managing rural development based on a combination of external support mechanisms through the use of funds from the State Program for Integrated Rural Development and improving local institutions for managing the spatial development of rural municipalities, taking into account differences in their socio-economic potential and positioning features in the region. The importance of the approach implemented by the State Program to create rural agglomerations in the regions as basic elements of a long-term development planning system is emphasized. Using the example of the Krasnodar Territory, which has a high proportion of the rural population compared to the Russian average (43% and 25%, respectively), the possibilities of creating the necessary organizational and managerial prerequisites for the project principle of its implementation laid down in the program are explored. Conclusions are drawn on the need to overcome the limitations of the administrative approach to the creation of rural agglomerations based on formal criteria that do not take into account the peculiarities of intraregional spatial differences in rural development. The management system is departmental in nature, which creates a problem of coordinating the activities of many participants in the State Program at the federal and regional levels. Taking into account the unevenness and significant differentiation of rural municipalities, even in such densely populated regions as the Krasnodar Territory, the article substantiates the need to create a coordinating body at the regional level to determine rural development priorities that meet the conditions of state policy. Proposals have been put forward to create regional and local institutions of partnership between state and local authorities with representatives of business and the population of rural communities. The key problem in this case is the transfer of rural communities from the state of passive recipients of state aid to communities based on self-organization, focused on internal development resources. Strategic planning technologies can become a key mechanism for purposefully concentrating organizational efforts and financing on potential "growth points" in rural areas.
