The content of rural development processes, the parties involved, co-dependent processes and levels of co-dependence are shown on the example of one of the regions of Western Siberia. It is shown that rural development is a set of harmonized co-dependent processes taking into account and in the interests of the parties involved to ensure a high quality of life of the local population, efficient and rational agricultural production, favorable business climate and preservation of stability and sustainability of the local socio-economic system.
