Abstract: The article clarifies the conceptual apparatus – a set of specific terms, concepts, categories and definitions introduced as part of the creation of theoretical foundations for the formation of the mechanism of the regulatory framework of the enterprise for innovative development. The idea of normative studies has been formed. The constituent elements of the mechanism for the formation of a regulatory framework for indicative planning in crop production have been developed. It is justified to improve the regulatory framework in the areas of systematization of the norms and standards of the economy used in the agro-industrial complex, the development of new methodological provisions and recommendations for their development, updating and application, various instructions, standards, coefficients, programs for automated calculation of normative indicators. The results of practical research on the identification of planning problems in enterprises at the verbal level are presented. The survey showed that the bulk of respondents (90%) see a "personnel crisis" as the main problem of forming and improving an effective regulatory framework in agricultural organizations, since planning and production management implies a fairly high qualification of specialists.
