Abstract: In article problems of outflow of the population from rural territories are considered. Measures of economic and demographic development of rural territories are proposed: granting the target credits to villagers for up to 30 years on construction or purchase of own house and support of business; engineering, infrastructure and social arrangement of rural territories. Experience of the Belgorod region in development of rural territories is considered.
