Abstract: The main reason for the low competitiveness of a significant part of agricultural producers in the Siberian Federal District is high logistics costs, reaching 40-60% in the structure of the cost of sales operations. It is impossible to solve the problem of their reduction by the efforts of agricultural producers themselves, especially medium, small and micro-businesses, due to their limited financial capabilities and scale of production. The purpose of the study is to develop a comprehensive organizational and economic model for the development of the transport and logistics infrastructure for servicing the agro-industrial complex as a factor in reducing the costs of commodity movement. The research methodology is based on the use of systematic, comprehensive and program-targeted approaches to substantiating the prospects and models of infrastructure development. The main problems include the fragmentation and underdevelopment of the warehouse, the high degree of wear of specialized vehicles, the poor quality of the road network, and the lack of coordination between the participants in the logistics chain. Based on the identified problems, a three-level model of the agrological system was developed (federal hubs, regional ORCs, municipal agricultural hubs), scenario conditions for its development and target indicators were justified. A mechanism for coordinating infrastructure development through the creation of a Coordination Council under the Office of the Plenipotentiary Representative of the President in the Siberian Federal District has been proposed and practical recommendations have been developed to improve state regulation.
