Abstract: The article discusses the scientific and practical aspects of the formation of conditions for the implementation of mechanisms of state support for the subjects of the agro-industrial complex. The central place in the article is given to the study of the features of the provision of state support measures to agricultural enterprises, taking into account the use of the tool «Agreement on increasing competitiveness». Within the framework of the implementation of the Program for increasing competitiveness in the agricultural sector, it is advisable to develop the most effective methods of control and regulation of agricultural enterprises. At the same time, in order to obtain a preferential or investment loan within the framework of the use of the tool «Agreement on increasing competitiveness», sectoral enterprises must develop and periodically evaluate key performance indicators. According to the authors, the key indicators of the effectiveness of state support measures include both quantitative and qualitative assessment indicators: the amount of the need for an investment loan; the volume of agricultural products; the minimum volume of agricultural products; the amount of investment costs; and the risk of financial liability. In this regard, the article presents an algorithm for calculating the indicators of the effectiveness of preferential lending under the Agreements on Increasing Competitiveness.
