Abstract: Dairy farming is an important and steadily developing industry in the Russian Federation. Investments play a significant role in maintaining and increasing economic potential and ensuring food security of the Russian Federation, so the issue of attracting investments in the dairy farming industry is relevant and significant both for the economy of the country and for its regions. The article provides an overview of the development of dairy farming in the Republic of Tatarstan. Among Russian regions, Tatarstan is a leader in milk production, and also has a number of advantages that contribute to an increase in dairy production, such as favorable climatic conditions, the introduction of modern technologies, as well as state support in the form of subsidies and agricultural development programs. The study calculated a project for opening a dairy farm for 100 heads of cattle, including six stages. The results obtained indicate the economic efficiency of the project, but they can be significantly improved if the discount rate, which is currently very high, is reduced. Efficiency indicators are highly dependent on the economic situation in the country, so an analysis of the sensitivity of the project for the net present value from the purchase price of the produced milk was performed. The results of the study are of practical interest to regional authorities and small businesses.
