Abstract: For a quarter of a century, the main direction in the development of the food market in Russia was to increase the production of agricultural products and reduce dependence on food imports. Thanks to the well-known measures to improve all areas of activity in the countryside, it was possible to exceed the self-sufficiency thresholds for most types of food and multiply the export of grain and other food products. The dynamics of food consumption looks much more modest. The slow pace of meeting food needs is due not only to the relatively low level and trend of increasing incomes of the population, but also to the weak interest of most food market participants in achieving the final results of the Food Security Doctrine of the Russian Federation. Under these conditions, the role of public authorities, on the one hand, through the formation of a competitive food market, and, on the other, the full application of measures to protect and implement social human rights, including meeting food needs, should be manifested with particular force. Assessing the current regulatory framework and practices of the food market, one can argue about the existence of relatively reliable and consistently applied rules and methods to support its resource content and about the fragmented, local and fragmented nature of mechanisms to stimulate food demand.
